Displays projects for review.

## Desktop notifications

The extension checks for new notifications every minute, and displays notifications that arrived after the last check if there are any. Clicking on the notification opens it on [Udacity Dashboard](https://review.udacity.com/#!/submissions/dashboard).

## Testing
