# Cortex Dev Plugin

**Development intelligence and workflow skills for Cortex.**

The Dev plugin is a Cortex development capability pack. It combines native
tree-sitter code intelligence with workflow skills for exploration,
implementation, review, debugging, refactoring, testing, release, incident
response, security review, and disciplined commits.

Its purpose is not to replace the CLI, shell, editor, test runner, or repository
tools that Cortex can already use. Its purpose is to make development work more
structured: tools give the runtime a semantic map of code, and skills give the
agent repeatable operating procedures for common engineering tasks.

Use it when an agent needs to enter an unfamiliar codebase, understand symbol
boundaries, follow imports, preserve context during large changes, review a
diff, debug a failure, or carry a coding task from orientation through
verification and commit.

## Capabilities

The plugin provides two kinds of capability:

- Native semantic tools for code structure.
- Cortex skills for disciplined development workflows.

Supported languages:

- Rust
- Python
- TypeScript
- TSX

### Runtime Tools

| Tool | Purpose |
| --- | --- |
| `symbols` | Extract functions, types, impls, imports, fields, line ranges, signatures, visibility, parents, and doc comments from one source file. |
| `imports` | Extract import and dependency edges from one source file. |
| `symbol_index` | Build or query a workspace-level symbol index with a SQLite content-hash cache. |
| `symbol_search` | Search workspace symbols by name, kind, visibility, or parent. |

### Packaged Skills

| Skill | Purpose |
| --- | --- |
| `commit` | Review changes, draft a commit message, stage the right files, and commit. |
| `context-budget` | Preserve critical state during large codebase work and context pressure. |
| `create-pr` | Prepare a pull request with structured summary and verification notes. |
| `debug` | Reproduce, isolate, trace, and fix failures. |
| `explore` | Map an unfamiliar project, module, or directory. |
| `implement` | Make a requested code change end-to-end with scoped edits and verification. |
| `incident` | Investigate production-like failures from symptoms, logs, and timelines. |
| `refactor` | Restructure code while preserving behavior and reducing coupling. |
| `release` | Prepare, verify, package, tag, or publish a release. |
| `review-pr` | Review a branch or pull request with structured quality analysis. |
| `security` | Review trust boundaries, secrets, auth, network, storage, and release risk. |
| `simplify` | Remove unnecessary complexity after a change. |
| `test` | Run tests, analyze failures, and fix until green. |

## Install

Install from the default Cortex plugin namespace:

cortex plugin install dev
cortex restart
cortex plugin list
```

Install an exact release:

```sh
cortex plugin install by-scott/cortex-plugin-dev@1.6.10
cortex restart
```

Native plugins are loaded into the daemon process, so installing or replacing
this plugin requires `cortex restart`.

## Security Boundary

This is a trusted native plugin. Its manifest declares:

- `trust = "trusted_native"`
- `cortex_version = "1.6.10"`
- `file_read = ["**"]`
- `file_write = ["/tmp/cortex-plugin-dev-symbols.sqlite*"]`
- no declared network, process, secret, or background capability

The write path is used only for the symbol cache. Install trusted native plugins
only from signed packages and reviewed publishers.

## Build

Build the shared library:

cargo build --release
mkdir -p lib
cp target/release/libcortex_plugin_dev.so lib/
```

Review and test the package boundary:

```sh
cortex plugin review .
cortex plugin test .
```

Sign and pack:

```sh
cortex plugin sign . \
  --key ~/.config/cortex/plugin-signing/dev.ed25519 \
  --publisher by-scott
cortex plugin pack .
```

The signing key must stay outside this repository.

`manifest.toml` is the runtime contract. `package.toml`, `risk.toml`, and
`sbom.spdx.json` are package governance metadata. `skills/` contains the
development workflow skills, and `src/` contains the native Rust implementation
for the semantic tools.
